The Shadow Minister Health Dr. Lulume Bayiga says hawking of health services in Uganda is on the rise and this compromises service delivery to those who need it most especially in maternal and child-health areas. According to activists this is because the rate of retention of health workers is low and their pay is paltry, which pushes many to move from facility to facility while others run off to other Countries especially South Africa.
