Officials of the Ministry of Water and Environment had a hard time before the parliamentary Public Accounts Committee as they tried to explain the diversion of 9.4 billion shillings.
The financial anomaly was contained in the Auditor General’s report for the 2012/13 financial year. The Ministry officials led by Permanent Secretary David Obong admitted diverting the money to train and pay some contract staff even when MPs noted that the activity had been separately budgeted for.
